Release 06: October 2011

2011 has seen a steady trend of strengthening demand for ICT contractors. Over the first six months of the year, the Index grew to 1,568 – a rise of 23% from the December 2010 figure. Figures for July suggest that the Index is at its highest level for several years, as Government continues to invest in new ICT projects.

 

Throughout 2011, the Index remained (apart from a seasonal dip in April) above the 1,000 mark. The Index for June 2011 stood at 1,568, was the highest value since June 2007, while preliminary figures for July 2011 of 1,702 represents the highest single monthly figure since August 2006's peak of 1,741.


Release 05: May 2011

The Federal Government's use of ICT contractors strengthened significantly during the first two quarters of 2010-11 (Jul-Dec) with preliminary data for the third quarter (Jan-Mar) indicating further increases.

 

As at December 2010 the Index stood at 1,263 which represents a 5.4% improvement over December 2009.

 

Indicative data for the third quarter shows the Index already 3.7% ahead of the same period 12 months ago. Furthermore, preliminary data for March 2011 (1,024) represents a 18.7% improvement on the 863 level recorded in March 2010.


Release 04: November 2010

As at June 2010, the Index stood at 1,316, a 141 point increase in the six months since the December 2009 figure (1,175) and an increase of 12.2% over the half year.

 

This increase is almost entirely due to a seasonal increase in June, as agencies initiate renewals of longer term (6 months +) contracts.

 

The June 2010 Index movement is markedly similar to that indicated by the June 2009 Index, which – despite post-Gershon Report moves to reduce the Federal Government's reliance on ICT contractors – also rose 20% over the preceding six months.

 

This illustrates the highly seasonal nature of the Federal ICT labour market and how, despite efforts of agencies subsequent to the Gershon Report, demand continues to peak as agencies come to the market at the same time.


Release 03: May 2010

As at December 2009, the Index stood at 1,175, a 125 point increase in the six months since June 2009, representing a growth rate of 12%.

 

The Index stood at 1,050 in June 2009, climbing significantly to a peak of 1,509 in August (following strong contractor renewals and extensions in July), only to fall sharply to 1,150 and remain steady over the next three months closing at 1,175 in December 2009.

 

The substantial peak in August 2009 demonstrated a strong recovery from the year's low of 894 points in April 2009 (which represented the lowest point for the Index since April 2004).

 

In comparing the December 2008 Index to December 2009, the Index moved just 15 points. Overall there has been an ongoing consistent downward trend since the Index peaked at 2,251 points in August 2006.


Release 02: August 2009

Despite a long term upward trend in new Federal Government ICT Labour Hire contracts, the most recent data suggests there has been a continuing correction in the public sector labour hire market over the past twelve months.

 

The index peaked at 2,251 points in August 2006 and since then expenditure has fallen to 1,658 in September 2008 and further to 1,090 in March 2009.

 

The Index now stands at 1,050 - representing a fall of 54 percent since the 2006 peak, and a fall of over 35 percent since July 2008.


Release 01: September 2008

The Peoplebank Intermedium Index of Federal ICT labour hire contracts stands at 1,744 having fallen 9% from May 2008.

 

The Index is derived by Intermedium from ICT labour hire contracts reported by Federal Government against a 2003/04 baseline.

 

The Index peaked at 2,056 in August 2007, the current total of 1,744 represents a fall of 16% over the period.

 

Despite a long term upward trend in new ICT Labour Hire contracts, the most recent data suggests that there has been a moderate correction in the market over the past quarter.

 

Since the peak, expenditure by the Federal Government on ICT labour hire has fallen by a comparative 80% to a low of just over $8m for the month of June 2008 when compared with over $40m spent in the same period for the previous year.


The data used in calculating the Index is derived from AusTender, which is part of the Federal Government tender and contracting information management system.

 

Federal Government agencies subject to the Financial Management and Accountability Act 1997 (known as the FMA Act) are required to record details of all contracts worth more than $10,000 as part of the Department of Finance and Deregulation AusTender system.

 

Since 2004, Intermedium has been downloading AusTender contracts data, which it processes to produce a range of reports and market studies.

 

The data relating to ICT procurement is further classified by Intermedium into six broad categories and 48 sub-categories to reflect market segments.

 

Labour hire is a sub-category of IT services, a large volume of IT Services contracts are reported annually, by virtually all agencies. The large, consistent annual volume of contracts and their relative homogeneity allows for detailed statistical analysis.

 

The Index specifically measures the average cost of an average unit of labour hire providing an average unit of effort, derived by Intermedium from ICT labour hire contracts reported by Federal Government against a 2003/04 baseline.
